Ts. LOUIS TAY C.S.

Bachelor of Engineering (Civil)

Louis Tay is a C&S Engineer with more than 20 years of experience that encompasses all phases of design and construction process for corporate, institutional and government clients. He graduated from the Department of Civil Engineering, University of Manitoba, Canada in 1996; and, began his career with Jehantech Sdn Bhd as a Project Engineer supervising the construction of PKNS housing project at Cheras Jaya, and, as the Design Engineer of various cricket competition venues upgrading projects for the KL Commonwealth Games 1998.

Serving Jehantech 16 years and under the persistent guidance and support of his career mentor Ir. Dr. Tay Choon Jin, Louis Tay has eventually developed his career and taken up the lead role as Project Director to anchor the management and implementation of all projects undertaken by the company. He has worked on wide-range of Design and Build project types inclusive of national R&D project of GBI building known as the �Idea House� at Denai Alam. His major projects with Jehantech include (i) the Centre of Excellence (COE) Complex at Subang Jaya, Platinum 3S Centre at Mutiara Damansara, and, the Administrative Building & Sports Complex at Tanjong Malim for Proton Berhad, year 2001-2006; (ii) Intel KM5 & KM6 substructure package at Kulim, year 2007-2008; (iii) Shell Petrol Station & Retail Complexes at Bukit Tinggi and Bandar Puteri, Klang, year 2008-2010.

In 2013, Louis Tay co-founded Sudut Swasta Group and with the keen support of his business partners, he promoted �PLYTEC� which became their corporate branding. He is now the Chief Operating Officer of Sudut Swasta and is responsible for leading and strategizing company business operations to achieve its vision of Pioneering Value Engineering with the Adoption of Digital Smart Technology.

To broaden his expertise in construction management, Louis Tay joined the internationally renowned construction and engineering firm, M+W Group from 2011 till 2013 as Senior Construction Manager. During this period, he completed two fast track projects for the semiconductor industries facilities, namely, Bose Manufacturing Plant in Batu Kawan, and, Western Digital PN2-1 SF in Bayan Lepas, Penang.

Louis Tay has introduced innovative concrete formwork systems that are accredited by CIDB as IBS System including Green Formwork, Aluminum Formwork, Self-Climbing Protective Screen with Working Platform (SCP) and etc. into the local construction industries. These formwork systems have proven to transform local construction industries from labor intensive to technology driven efficiency that increases productivity, quality, safety and minimize disturbance of the build environment. Till date, he has managed to uplift PLYTEC as one of the leading concrete construction solution specialist in the regional construction market. In year 2016, together with the effort of his technical team led by Ts. Ir. Edward Han, PLYTEC adapted and implemented BIM technology for all its design and detailing services related to concrete and steel structural works. In effect, the benefits of firm-level innovation with BIM implementation were then directly extended to and succeeded by the project clients; in appreciation and to empower further market synergy, Trimble-Tekla awarded PLYTEC the status of strategic partner subsequently. Under his leadership, PLYTEC established business partnership and provide IBS engineering solution and services to the construction industries in Thailand, Myanmar, Indonesia and Dubai.

Aside from business, Mr. Louis Tay is also an active member in several committees and associations such as Malaysian Service Provider Confederation (MSPC), China Formwork & Shoring Association (CFSA), American Concrete Institute (ACI) KL Chapter, Construction Industries Competencies Blueprint (CICB) and CIS 23 (Safe Use of Falsework & Formwork in Construction) Work Groups under CIDB, Technological Association of Malaysia (TAM), Institute of Material Malaysia (IMM) and etc. where he continuously shares his experience and gather more knowledge in researching advance construction techniques particularly in digital smart technologies to continuously improve and transform local and regional construction industries to grow with sustainability and productivity. In February 2019, Louis Tay was enrolled into the Malaysia Board of Technologist (MBOT) as a professional member, in recognition to his experience and knowledge of the Building and Construction Technology Field.

Since 2018, PLYTEC has emerged as one of the leading role for BIM adoption in Malaysian construction industry. Louis Tay was appointed by MPC as a member of the Professional Service Nexus Governing Committee (PS-NGC) in January 2018 to promote best practices for the engineering fraternity. He is responsible to establish and lead the Industry Knowledge Group (IKG) on BIM subject mater under the industry-driven Productivity Nexus championed by Ts. Ir. Choo Kok Beng (Malaysia Productivity Blueprint 2018).
